Royal Caribbean informed Grant that he had broken various casino rules. While Grant filed a legal action against Royal Caribbean with the Queensland Civil and Administrative Tribunal, he has enjoyed qualified success so far.
Grant is suing the company to reimburse him for the AUD 22,000 he is owed. However, his case was at first shot down. Grant, however, appealed the decision and saw the court agree that it qualified as a consumer-trader dispute.
But as mentioned earlier, this is not the first time Grant has been caught in a similar legal tangle with Star Casino, which accused the man of using a strategy known as “edge sorting,” which is essentially discovering an imperfection in the make of the cards used in a table game.

“What is striking here is the level of activity that apparently failed to trigger effective intervention,” Williams says. “These were obvious indicators requiring further scrutiny, and it is difficult to understand why they did not result in more effective intervention.”
He adds that the recurring weakness is often not an absence of policies but a failure to ensure “technology, algorithms and operational processes actually work in practice”. Some of the QuinnBet issues followed a platform migration, underlining the need to retest controls whenever systems change.
As QuinnBet is also licensed in Gibraltar, Williams expects its regulator to consider the UK’s findings under the jurisdiction’s strengthened Gambling Act 2025. That would not necessarily require a second sanction, but Gibraltar must satisfy itself that any underlying weaknesses have been addressed, he says.

The committee considered the bill once, on 3 February, and has since taken no further action.
Meanwhile the government has been approaching the issue via a new bill. Sports minister Sadok Mourali said in November 2024 that a gambling and sports betting bill had been circulated for consultation. Twenty-six public institutions received that consultation, including the central bank, Competition Council and financial intelligence authority.
A year later he said the draft had been completely revised to bring it into line with international standards on sports betting manipulation and money laundering.
